
Biography
Samantha Lyon, M.A., With two decades of experience spanning higher education, federal policy, and state-level systems change, Samantha Lyon has worked to strengthen educational systems and drive strategic improvement. Most recently, at the U.S. Department of Education, she supported states in advancing charter school sector growth by guiding strategic plan implementation, improving program outcomes, and building long-term capacity. At the Colorado Department of Education, her work focused on state-led initiatives to expand district capacity and drive lasting improvement. Earlier in her career, she led program development and faculty mentor networks at the University of North Carolina, concentrating on strengthening instructional practices and fostering collaboration. Across these settings, she has led system-level initiatives that use data to drive instructional decision-making, inform strategic planning, and support continuous improvement. She brings a career-long commitment to strengthening educational systems by translating policy into practice, developing effective programs, and working in partnership with educators and leaders to advance instructional improvement.
